Łukasz specializes in infrastructure, energy and industrial investments, including project finance, design process, implementation and close-out. He advises on renewable energy projects, such as wind power, photovoltaic and biogas plants, as well as transmission networks, energy storage, hydrogen facilities and natural resources.
He advises on environmental regulatory issues, electricity trading, compliance, mergers and acquisitions, construction permitting processes, and represents clients in dispute resolution.
He negotiates agreements relating to renewable energy sources, nuclear power, industrial plants, road infrastructure and commercial real estate, among others. He handles environmental issues in ESG and energy transition projects, including for the water and waste sectors.
He has been involved in strategic energy projects in Poland, including the construction project of the first nuclear power plant, where he was responsible for investment permits and the licensing process, the program operation division (PMO), as well as nuclear technology and operations.
He was also responsible for overseeing nuclear facilities and coordinated environmental decision-making proceedings for the country’s most important infrastructure projects. He participated in the legislative work for dozens of acts, and drafted government strategies and programs. He has appeared before the CJEU and the European Commission.
He is an academic lecturer and author of numerous publications on energy law, environmental protection and administrative proceedings.
